It's very unlikely you'll be starting something new in what's been a complete vacuum.
Look around, read in, see who's already involved directly or in the periphery. If you can use the knowledge and skill of people who are already around, that's good. If you can earn their support, that's excellent. If you can add their skills to your such that it's better than just the sum of the two, that's fantastic.
